Doing a very quick test, that seems to be the case.  Thanks for
reminding me to check that latest Firefox!

I've uploaded an XPI with the max version changed to 1.5.

The XPI is actually just a ZIP file with the extension changed -- you
can open / create XPIs with any standard ZIP utility :)
