[docbook-css] Move to docbook.sf.net repository

That's a good idea--more visability, more users and hopefully more
contributions.

Thanks for remembering it.  Do you intend to release an official archive
some time soon?  IIRC, certain improvements are in the CVS only (e.g., a
hack for making references work).
