[docbook-css] Move to docbook.sf.net repository

It looks like the docbook-css codebase will be moving into the public
CVS repository of the 'official' docbook project on SourceForge some
time soon.

In the short/medium term I imagine that this mailing list and the
current project page will continue to be the primary sources of info.

In other news, as well as being packaged by SUSE,

  http://www.novell.com/products/linuxpackages/professional/docbook-css-stylesheets.html

the stylesheets are being considered for inclusion in a future release
of Debian,
