[metaas-dev] VASGen update from metaas updated sources

Thanks to David for making the fixes last week for protected and
internal visibility, and writing out package declarations on
interfaces!

I got my build issues ironed out, and updated VASGen to use these
latest updates, so it now supports "protected" and explicitly supplies
"internal" instead of having default visibility on stuff (and includes
the package decl update of course).
